#Du30 Sir, not lowest bid but lowest qualified bid; can be disqual on prequal but PBAC in cahoots

Happening now: Live press con of PDuterte, ranting about Procurement Law and concept of lowest bid being the source of corruption: Sir, it’s not lowest bid but lowest qualified bidder, they can be disqualified on pre-qualification but your PBAC (pre-qualification and bid awards committee) is usually in cahoots with them. These bidding laws and the legal system are intended to obviate corruption but they presume/ or require that those implementing them are themselves not corrupt.
