Tito Sotto’s apology is not accepted. The recommendation is to allow his daughter, Ciara Sotto, herself a solo parent, to temporarily and gently duct- tape his mouth, for a day, so he could focus on his job and decide, based on the individual merits, program, and performance of Sec. Judy Taguiwalo and Sec. Ka Paeng Mariano, to confirm their appointments forthwith and with no delay as they have shown their competence and fortitude in the performance of their functions.
