if one is “statistically improbable”, why would another, identical in sub-totals of zero, be admitted?

The question is not: What if they mismatch? The problematic issue is: What if they match? (i.e., the question is not: what if the Maguindanao municipal COC’s that had been retrieved by the Comelec today, mismatch the provincial set that had been set aside by the Comelec a month ago for being “statistically improbable”. That’s not the question. The question is: A month ago, the provincial COC’s were set aside for being “statistically improbable”. Now, the municipal COC’s had been retrieved, 21 of 22. The question is: What if those retrieved municipal COC’s, match or are the same or almost identical in sub-totals of zero, with the provincial set that had been ruled upon as “statistically improbable” because of the zero votes that 19 or so candidates got?)

Just a quick post (i’m in transit) because I already mentioned it to some people, so it won’t be used without acknowledgment (stolen. again! And again, and again). And in case it is, again, you’d know which famous ones have been profiting (promoting their name) by stealing (using without acknowledgment) from this blog; it’s alright if it’s an entire movement that uses the ideas (or if it were utilized by organizations whose goals I share; it’s a compliment); it’s not alright if it’s appropriated by some opportunist person who wants to promote herself/ himself (that’s theft).
