PNP Director General Avelino Razon said today on T.V. that while Wahab Akbar appeared to have been the target of the bombing, they were not ruling out any theory in the Batasan bomb blast but, he said, “If I were a terrorist, I would want to inflict the most damage and casualties, and to do that, I would plant the bomb in the plenary hall, not outside.”
