Three ways of amending the Constitution:
1.Congress, by three-fourths vote of all its members, may constitute itself into a constituent assembly (con-ass)
2.By constitutional convention:
2.1. Congress, by two-thirds vote of all its members, may call for a con-con; or
2.2.Congress, by majority vote, may submit the question of calling for a con-con to the electorate
3.People’s initiative, amendments only, by petition
