two minutes after i sent out that email to class members (see previous post)  i got an email from a student asking me whether or not the President under the proposed emergency powers act known as “Bayanihan Act” could take over media entities.

    My reply from two minutes ago: “Because i know Congress (both Houses) cannot muster a quorum, i did not bother to read it hahaha. But to answer your question, let me take a look at it for a few seconds.
