atm 10:03pm while the living room Wi-Fi was turned off and i was in another room, the other password-potected mobile there, on its own, blared an alarm (with No Wi-Fi on in there!) and then spoke, it said, with the now-familiar female AI voice with an American accent (see photo below)

I appreciate the efficiency and would want to continue receiving such alerts, and my IT consultant, Mark, already explained that the government disaster council NDRMMC is authorized by law to use an app that can “broadcast” on mobiles on a unique platform that doesn’t use the text SMS medium — and apparently does not need our Wi-Fi to “broadcast”, in case of apocalyptic events when the entire telecommunication infra is blown up.
i never thought an app or an AI can function without the internet, so… apparently …
it is conceivable to design an AI that can bypass any kill-switch … and continue functioning and …
conceivably, in the future, to look for its own power source if it was designed to meet an emergency …
