At the same time, institute an effective alerts system (we get alerts from NDRRMC of expected flooding across the sea in MIMAROPA region — but we did NOT get NDRRMC alerts of yesterday’s expected downpour resulting in unprecedented flooding IN OUR OWN TOWN!!!)
Put engineering and land-use experts in just one body to plug and stop the flooding METRO-MANILA WIDE, PROVINCE-WIDE in the regions, centralize it with daily video and photo oversight of the project posted online everyday for easier monitoring of each flood-control project to stop the corruption.
