Public utilities routinely send notices of disconnection therefore they have the capability to send notices of deactivation if only they were required to prepare an app for it. The legislators should have required the telcos to have an app that detects only those NOT  SIM-registered, and then send notices of deactivation to those: Months ago, this site advised a notice of deactivation to those not SIM-registered.
