The legislators should have required the telcos to have an app that detects only those NOT SIM-registered, and then send notices of deactivation to those: Months ago, this site advised a notice of deactivation to those not SIM-registered. Public utilities routinely send notices of disconnection therefore, they have the capability to send notices of deactivation if only they were required to prepare an app for it.
