Government district engineer Henry Alcantara overseeing the packing of literally billions of pesos in cash, which Assistant District Engineer Brice Hernandez identified as payoffs to the proponents of the ghost flood control projects and other ghost projects:

Alcantara upon being confronted with this photo confirmed that he was supervising the packing of these billions in cash and the delivery to the public officials as testified to by Brice Hernandez.
