Since budget insertions on bicam may open the door to plunder and corruption, by itself however,
putting insertions is not yet a crime unless established as PART OF A CONSPIRACY to plunder or malverse…
Or, the conspiracy design has to be established by evidence…
such as instructions that “this is for Senator So-and-so as his take etc” or…
…or evidence that they knew of the criminal design established by documented conversations …
Or being in concert (pun intended with an ouch!)
of those who actually made off with billions in taxpayers’ money, Or…
… or themselves getting or taking billions in loot —
Zaldy Co should establish with resibo or documentary proof or corroborating evidence that billions were also delivered to the officials he named.
Any one of these (just one of those described above would be enough) is necessary to establish that the putting of insertions is part of the criminal design to plunder or malverse
