The Landbank University of the Philippines Diliman branch bank manager upon my query this afternoon at about 2:30 pm informed me in person at the bank that they deactivated all new, EMV-enabled ATM cards issued July 11-19, 2018 inclusive dates.
In an advisory released last week to a small group of people via text and messaging app, it was stated that those who “claimed and activated their EMV ATM cards from JULY 6-JULY 19 who may be experiencing difficulty using their new ATM cards, please coordinate with the Landbank UP Campus branch for a change of PIN or over-the-counter transactions.”
