Here’s the confidential document that Migrante International partylist and Gabriela partylist were able to obtain. ( I downloaded the PDF file from pcij.org/blog then made it a jpeg file then half-sized it, etc.).

It’s a photocopy of course and the signatory denied the existence of the document. You could validate the document through the following: (but here it is first):

You could validate it with any or a combination of the following ways:

1.Marcelo Farinas II denied the document, but not his signature, so, ask. (I expect him to mumble something like he doesn’t remember etc.)

2.Ask any person familiar with the signature of Marcelo Farinas II (qualify the person) to look at it and ask if it is his signature or similar to it.

3.Ask Atty. Erlyn de Leon (she’ll invoke privilege)

4.Ask for her logbook and entry for October 16, 2006 (she’ll invoke privilege).

5. Reconstruct the facts. There’s an OEA-Special Concerns Group that’s the subject of the memo or “project proposal” (well, that’s what it is, they were asking for money). Does it in fact exist or any group differently named but with the same functions? If you’re able to establish this, you’ll be able to get names, functions, offices, etc. and successfully reconstruct the facts stated there and validate the memo.

6.Find the “ Operations Center”, (it’s supposed to be in Ortigas or Greenhills; i actually might have an idea but never mind), if you can.

7. Find the allocation. Well, intel funds are not subject to audit as far as i know. But there are payrolls, and vouchers for equipment, etc. if they had set this up.

7. Find a member who will speak up.

8.Here’s the best. Gabriela and Migrante say they have a list of 40 names that are party list nominees of the groups mentioned in the “Partylist Campaign Proposal”. This is fairly easy. If those names tally with the names on file with the Comelec of partylist nominees, you’re home! You’ve practically authenticated the confidential “Partylist Campaign Proposal” (attachment of the memo).

And that is why the Comelec is stonewalling you and the public and everyone. ( i have an idea of how to confront Comelec with the names but i’m sure you do too.)
