Comelec Commissioner Bot Lim quits finance com to protest SOCE deadline extension

From the Inquirer: “ Stung by the decision of the Commission on Elections (Comelec) en banc to extend the deadline for the submission of campaign expense reports, Election Commissioner Christian Robert Lim on Monday filed his irrevocable resignation as head of the poll body’s campaign finance office.

Now playing: Stung-by-the-decision Playlist:  Sting:

“Lim said the extension of the deadline was illegal and that changing it constituted an amendment in the law by Congress.
” “For the record, it’s illegal. If you look at the law, it specifies that the filing of Soce (statement of contributions and expenditures) must be within 30 days [after Election Day],” Lim told reporters on Friday.
” “For me it is just so frustrating. Maybe, [the en banc] wants to take a different policy, a policy shift. Then maybe they should be the ones to run the office,” he added.
Lim said he was disappointed that the groundwork they had laid out in 2011 to ensure the law would be implemented to the letter on the submission of the Soce by election candidates and political parties had been brushed off because of the decision.
” “We started it in 2011, baby steps then bigger steps in 2016. Now it’s back to zero,” Lim said.
” “Even in 2013, I was fighting for non-extendible rule but the en banc did not approve that’s why there was late penalty. But 2013 was just experimental and 2016 was the culmination. All our efforts went to waste,” he added.
“Last week, the Comelec voted 4-3 in favor of the petition of the Liberal Party and its standard-bearer, Mar Roxas, to extend the deadline of the filing of the Soce to June 30. Roxas missed the June 8 deadline.
“The commissioners who voted in favor of the extension of Soce filing were Rowena Guanzon, Arthur Lim, Al Parreño and Sheriff Abas. Those who voted against it were Lim, Comelec Chair Andres Bautista and Luie Guia.
“In 2013, the Comelec also extended the filing of the Soce but imposed penalties on candidates and political parties that filed beyond the original deadline.xxx”

Duterte SOCE: only P375M election donations, P3.5M unspent; in speeches he said enough unspent campaign funds good for 200 bodies at P5Million each dead drug lord, P2M each drug distributor: a SOCE-undeclared stash

Duterte declared only P375,009,474.90 million in election campaign donations in his Statement of Contributions and Expenses (SOCE).
Of this amount: P298 million was in cash while the rest was in kind, such as furniture, equipment, vehicles, campaign paraphernalia.
In other words, he declared only P298 million in cash election campaign donation.
On the other hand, he declared that his campaign expenses amounted to P371 million (donated equipment, furniture, vehicles were chalked up as expended or used/used up).
He declared a balance of only P3.5 million.
HOWEVER, in his press conferences in the last two weeks (see news reports from June 1-8) and in his much publicized weekend thanksgiving speech, seen and heard by millions worldwide (see news reports last Monday and Tuesday), he stated that he has millions in unspent election campaign donations enough to pay as reward for 200 bodies of drug dealers, drug distributors, and drug pushers under the following bounty system:
Big-time drug trafficker or drug lord, if dead: P5 Million
Big-time drug trafficker or drug lord, if alive and captured: P4,999,000
Drug distributor, if dead: P2 Million
Drug distributor, if alive and captured: P1 Million
Street drug pushers, dead or alive: P 50,000

His SOCE-declared balance or unspent election campaign contributions is only P3.5 million.

His publicly pronounced unspent election campaign contributions is huge enough to be good for cash rewards for 200 bodies of drug lords (P 5 Million per head), drug distributors (P2 Million per head), drug pusher (P50,000 per head).

Obviously, he has an undeclared stash from election campaign donations (like most candidates anyway).

And that is not even the more serious offense.

(Reliable sources from Davao revealed that as mayor, he relied on a fund set up from donations from big businessmen in Davao as source of his reward system for the summary executions.).

My Election Canvassing Playlist:

Now playing “Who Wants to Live Forever” composed and originally performed by Queen, millennially reprised by Queen without Freddie Mercury and with Adam Lambert

There’s no sleep for us,
There’s no food for us,
What is this thing that builds our dreams, yet slips away from us.

Who wants to count forever,
Who wants to canvass forever…..?
There’s no chance for us,
It’s all decided for us,
This world has only one sweet moment set aside for us.

Who wants to count forever,
Who dares to canvass forever,
When love must die.

But touch my tears with your lips,
Touch my world with your fingertips,
And we can have forever,
And we can love forever,
Forever is our today,
Who wants to count forever,
Who wants to canvass forever,
Forever is our today,
Who waits forever anyway?
