Presidential spokesperson Harry Roque was dismissive of the Preliminary Examination report by saying it was a waste of time and money and that the ICC had no jurisdiction.
He is putting up a brave front.
He knows that by NOT participating in the ICC investigation, the evidence presented against Duterte remains uncontroverted.
President Duterte is a former prosecutor : He knows what “uncontroverted” means in a criminal investigation (a term often used by fiscals), and he knows what the usual result is if the evidence is uncontroverted.
