Answer: Wild Wild West (in the Senate of the Philippines).
Last May 12, revocation of gun licenses of gun-toting Senate personnel (before the gun shooting broke out the next day) was the advice given here as a first step for a legal, peaceful, preventive way of helping defuse the armed standoff (even just an announcement of it would have achieved the purpose). Because the Senate security personnel are ordinary government employees — many of whom would have asked their superiors about it — would have second thoughts — would have become confused and demoralized and not support their trigger-happy chief (who is now on preventive suspension pending administrative and criminal investigation).
The Philippine police did nothing of the sort — did not move a muscle to assist in isolating the fugitive, not even discreet checkpoints on strategic corners to prevent the escape of fugitive Senator Bato (wanted for crimes against humanity).
Today, the Philippine Police on request of the NBI has now revoked 117 gun licenses of fugitive Senator Bato. Glad they have caught on.
