So… Let’s get this “issue an HDO” to-require- stopping-him-at- airports — off the table of discussion to avoid confusion and excuses.
A person subject of a live warrant of arrest can be arrested anywhere
including airports and seaports.
Arrest includes stopping him from leaving, flying, sailing, or swimming across borders and seas — it’s fairly commonsensical.
