students may now start to post a sample of the results of their week-long media monitor here starting today, with deadline on Tuesday March 10 at 7pm. Shows/ programs/ episodes covered by the broadcast code of ethics as discussed in class may be reviewed,  including — by analogy — those streamed in the internet. The following provisions, plus those that apply to radio music stations, may be used:

News should Inform the public rather than merely entertain
– News shall be part of a station’s programming
– News report shall be fair, objective and factual ; opinions are avoided
– Editorials and/commentaries are to be distinct from news
– News must be cautiously chosen
– News must be credible and mere gossip should not  be aired or those based on  sources that are “anonymous” or unknown
– Unconfirmed news are not to be aired unless there is an urgent need for people to know and must be verified as
soon as possible
– News production aids should not mislead the public.
– Archived or file video, photo, and audio materials should be properly labeled
– Morbid, violent, sensational or alarming details not essential to a factual report are prohibited
– Advertisements must be clearly distinguished from the news
– Advertisements in the guise of news are prohibited
Article 2 ANALYSIS AND COMMENTARIES
– The airing of public affairs programs and commentaries is encouraged, particularly to
give the public the opportunity to participate in discussions of current issues, concerns and events
– Public affairs programs aired on time contracted to other parties (such as blocktimers) shall name who is responsible for producing the programs every time they are aired
– Opposing or contrasting sides of public issues should be fairly presented
Article 3 COVERAGE INVOLVING CHILDREN
– Child’s dignity and privacy must always be respected
– There should be a conscious effort to avoid sensationalizing, stereotyping, prejudging or exploiting children with disabilities or children belonging to minority or indigenous groups 

– Surprise and unplanned (“ambush”) interviews of children are prohibited
– Children should not be required to recall and narrate traumatic experience and shall be protected from further suffering emotional distress or trauma
– Programs and materials involving children must comply with all pertinent laws, rules and regulations
Article 4 PERSONAL ATTACKS
– Personal attacks, that is, attacks on the honesty, integrity, or personal qualities of an identified person, institution or group, on matters that have no bearing on the public interest are prohibited
– When personal attacks against any person, institution or group are aired, that person, institution or group shall be given a fair opportunity to reply
Article 5 CORRECTING MISTAKES
– When a mistake has been broadcast, it must be acknowledged and rectified as soon as possible by stating the mistake and making the correction
Article 6 CRIME AND CRISIS SITUATIONS
-The coverage of crimes in progress or crisis situations, such as hostage-taking or kidnapping, shall consider the safety and security of human lives above the right of the public to information.
If it is necessary in avoiding injury or loss of life, the station should consider delaying its airing
– Anchors, reporters, or other station personnel shall not act as negotiators or interfere in any way in negotiations conducted by the authorities
– Stations are encouraged to adopt standard operating procedures (SOP’s) consistent with this Code to govern the conduct of their news personnel during the coverage of crime and crisis situations
Article 7 INDIVIDUAL RIGHTS
– The right to privacy of individuals shall be respected
Article 8 POLITICAL PROPAGANDA
– Equal opportunity in the access of airtime shall be given to candidates and political parties
– No program or sponsor shall be allowed to manifestly favor or oppose any candidate or political party
– All programs related to the campaign and the elections shall be subject to the relevant
provisions of this Code and all Election Laws
Article 9 PUBLIC COMPLAINTS AND GRIEVANCES
– Complaints, criticisms, or grievances aired against persons, institutions or group, whether public or private, shall be limited to issues which have a bearing on the public interest
– Persons involved in  issues are to be given a chance to give an immediate response
Article 10 CALLS OR MESSAGES
– Requests for the airing of personal calls, appeals, personal messages or opinions shall be carefully screened to insure that they are legitimate
Article 11 CHILDREN’S PROGRAMS AND WELFARE
– At least fifteen percent (15%) of a TV station’s daily airtime should be devoted to programs suitable for viewing by children
Article 12 RELIGION
– Religious programs shall emphasize the positive role of religion in society
– Religious programs shall comply with other pertinent provisions of this Code
Article 13 SUPERSTITION AND THE OCCULT
– Programs or program materials that promote or encourage occult practices, black magic, witchcraft, and similar activities are prohibited
Article 14 MEDICAL, LEGAL AND OTHER PROFESSIONAL ADVICE
– Only duly qualified and authorized persons shall be allowed to give medical, legal or other professional advice
– Any information on alternative medicine should be identified as such and any therapeutic claim should be consistent with the regulations and certifications of the Bureau of Food and Drug Administration.xxx et cetera: pls refer to your copy of the code as distributed and discussed in class.

  1. In the March 9 Episode of 24 Oras, a report on the rollback on the taxi fare caught my attention. Supposedly, March 9 marks the implementation of the ten pesos flag down rate for taxis but some drivers are not abiding by this as reported by Cesar Apolinario. In the first part, he interviewed two drivers by asking if they were implementing the rollback while in the second part, the assistant camera person actually rode a cab and used a hidden camera to observe and capture whether the driver will follow the memorandum.

    This is a surreptitious method of gathering information because like what Apolinario has done for the first part, other means could have been used to prove their point instead of using hidden cameras. Besides, he already states in the latter part that many citizens have complained through social networking sites about the non-compliance of the drivers regarding the flag down rates. Moreover, the issue is not that big of a deal in terms of national concern or interest such as in politics, economy, or health that gathering the information justifies the surreptitious act.

  2. This article about PNoy http://www.gmanetwork.com/news/story/449333/news/nation/pnoy-napenas-fooled-me-on-mamasapano-mission is in my opinion, wrongly captioned. The headline, stated in English, was lifted directly from a quote by Aquino, stated in Filipino. The translation of one Filipino word to English (“binola” to “fooled”) is problematic for me, because the two words have very different connotations. The writer should have used the President’s words instead as a headline, with quotations–this could prevent initial misunderstanding and/or misinformation.

    Furthermore, in the latter part of the article the writer refers to Purisima as Noynoy’s “close friend” as he narrates exchanges between Noynoy and Purisima during the Mamasapano encounter. This not only implies a conflict of interest but also suggests a bias by the writer.

  3. A story on Kapuso mo Jessica Soho last Sunday, March 8, 2015, featured news of the death of Jam Sebastian after his battle with cancer. Jam was part of Jamich, along with his girlfriend, Mich, and they were a popular duo through their YouTube videos and short films.
    The story showed videos of him cringing in pain, undergoing chemotherapy, and videos of him in the hospital during his last days. Although the videos came from Mich, I believe it was unethical on the part of GMA and KMJS to show that on air. According to the SPJ Code of Ethics 2014, legal access to information differs from an ethical justification to publish or broadcast.

    Knowing that the Philippines is a highly religious country, it is somehow expected that the church will be bordering on interfering with the affairs of the state. The prayer meeting in the article was attended by the Christian Leaders Coalition. Eddie Villanueva, one of the leaders of the coalition, expressed the group’s support to NoyNoy Aquino. As it turns out, Villanueva’s son is a member of Aquino’s cabinet (which the writer pointed out).

    The gathering was not attended by Catholic leaders (though PNoy is Catholic) since some Catholic leaders were pushing for the resignation of the President . Thus, I think that the gathering was more of a showcase of PNoy’s personal supporters than a showcase of unity of the nation. Besides, it is also mentioned in the article that Cityland Corporation President Dr. Andrew Luison was also present in the prayer meeting.

    For me, the article was well-written and the writer named her sources clearly (though there are still questionable figures regarding the Mamasapano encounter).

    The broadcast segment of the show T3 last March 6 violated the Article 1 (News and Public Affairs) of the KBP Broadcast Code of Ethics particularly the sections which state that “News should inform the public rather than entertain” and “Editorials and commentaries are to be distinct from the news”. Although there is an effort on the part of the news reporters to present a pressing issue, it still did not follow theses provisions for in the last parts of the report the reporters commented on the issue and seemingly made fun and laughed at it. It can be validated because there were some audios that were injected such as the laughing part.

    However, as what has been stated, this report is a good example of how the broadcast news should follow Article 9 (Public Complaints and Grievances) of KBP. It followed the provisions “COMPLAINTS, CRITICISMS, OR GRIEVANCES AIRED AGAINST PERSONS, INSTITUTIONS OR GROUP, WHETHER PUBLIC OR PRIVATE, SHALL BE LIMITED TO ISSUES WHICH HAVE A BEARING ON THE PUBLIC INTEREST”

  6. Jun Veneracion’s news report last night featured a footage of the AFP operation to neutralize members of the BIFF. The footage was not initially labeled as coming from a third party source. The news anchor had to confirm at the end of the report if they were present during the operation, at which point Veneracion mentioned that the footage was not shot by them but from an anonymous source. It would have been more ethical to declare before showing the footage that it is from a third party, which should have been identified on air.

  7. Rated K’s March 8 episode offered a tribute to Jam Sebastian. The segment of the show told the beginning of the romantic relationship of Jam and his girlfiend, Mich Liggayu. It also narrated the story behind Jam’s illness, from the day the doctor told him, to his death.

    This tribute/coverage sensationalized Jam’s condition. They exaggerated the story, making it appear as relevant for them to get more audiences and profit, which is actually, is happening right now. This also showed some video clips of Jam cringing in pain, suffering and agonizing. I believe that even if airing it has already his relatives’ consent, there should also be an editorial judgment. I think that it violated Article 7 of KBP Code of Ethics, which states that “The right to privacy of individuals shall be respected.”

    Fresh from our discussion and quite fresh from last night’s news; this is a prime example of occult journalism, which should be avoided as much as possible since there is no true primary authority on the matter. While it does take the side of the witnesses as well as people from the Catholic Church, it still doesn’t have any primary resource person to look into. Also, it lacks the primary subject matter: the ghost (or apparition or…well, whatever “possesses” humans), which is impossible to obtain.

    In the March 10 news report at 3:03 PM of ABS-CBN, they have given a brief summary of the reactions of the senators regarding the new statement made by President Aquino regarding still the Mamasapano encounter that has happened over a month ago. In the news article by ABS-CBN, it is said that the latest statement produced by the President “sown confusion”. This is a very vague way of describing the news. If I am a person who is not following this string of news reports, I wouldn’t be understanding the sympathy or emotions that are being attributed to the said “statement” for the content of the said speech has not been quoted or even mentioned within any part of the news article.

    The “sown confusion” also focused only on two senators who have given their opinions and thoughts regarding the issue. It has not covered varying opinions, rather they focused on biased thoughts expressed by the two senators that were interviewed.

    The article also leads us into believing that the speech of the President really was confusing, taking away from its reader the right of judgement as to whether it was clear or unclear. I would be quoting “news report shall be fair, objective and factual; opinions are avoided” from the SPJ code of ethics. This probation was violated in so many ways as the news was solely opinionated and biased to one side.
