From me: Many thanks. Very informative. Yes, during the elections, many people received campaign messages from strangers that are unsolicited haha.
So the emergency alerts are on a different “platform” from text messaging and can emit the emergency message even if the owner does not pick up the phone. Good to know. Ok, i understand the concept now — it is on a different platform.

“They sent it on the same platform they use to send emergency SOS message broadcasts like storm and earthquake alerts. It’s not a text message, it’s an alert. So naturally if your phone allows Emergency/SOS messages, it will do it just like that (which would be the same thing that would happen for any other calamity/public emergency). Pretty sure the Emergency Broadcasts are part of public service laws (it has been used before during elections).”
