The 4th Bonus is now being opened, it’s on — you guessed it — “reporting surveys”, or a review of news reports on surveys that were published/ aired/ posted this September 2015 and up to October 2015 (do not include news reports that were used as part of the first exam). Please use the provisions of the SPJ, PPI, and PPI Expanded as discussed in class.

The last week for posting the media monitor is the week before the last exam. As stated over and over, cramming, or submitting multiple posts in one bunch, is not allowed. “This is a photo that I took from the view of our classroom on the second floor on Plaridel Hall at 4:34pm on September 16, 2015. Nearby, at the Bahay ng Alumni, Grace Poe was announcing her decision to run for president, which attracted many of her supporters. Even the Ikot route was rerouted to accommodate the volume of people assembling for her. Later, after we were dismissed, I saw vehicles with Poe posters on them. To begin with, the event itself was premature campaigning. Poe has not even filed for candidacy, but people were already holding posters with campaign slogans on them.
“The cheers of her supporters could be heard from the classrooms, and were disruptive to the nearby classes. It made me wonder why Poe chose to make the announcement in UP when she studied in UP Manila for only two years before she went to Boston College, which she graduated from. To me, it looks like Poe is trying to associate herself with UP’s stature and reputation for political progressiveness and its ideologies that push for the voice of the masses. Poe may be trying to disassociate herself from the elite, much like her father, who came to be recognized as a folk hero because of his legacy of action films. As a UP student, I feel uncomfortable about how she is UP for the benefit of her image in her campaign. However, I know that I have to separate myself as a UP student from being a journalist. I can critically analyze the implications and meanings that this event conveys, as an individual, but as a journalist, I should be impartial and avoid letting my opinions cloud my reportage of the event. If I do want to write about why Grace Poe may have chosen UP, I should get quotes from reliable people like professors or political analysts.”

Rappler reported last week, September 21, about the same SWS we analyzed during the exam. Although methodological background about the survey, including the question asked, sampling, and even margin of error, was included, the article made the same mistake that the other articles did.
Lead statement starts with,” Neophyte Senator Grace Poe continues to be the front runner in the PRESIDENTIAL RACE …,” which is misleading as the survey only asked respondents who for them are the top three best leaders to succeed PNoy.
The following provisions were violated:
1. SPJ – Seek the truth and report it; Reports should be ACCURATE and fair.
2. PPI Expanded – Beware of surveys; statistical data derived from polling and surveying is especially susceptible to misunderstanding, MISINTERPRETATION and misuse.

This September 20 article from Reuters talks about the same survey conducted by the Social Weather Stations (SWS) that was in our exam last week, and yet I found there were a number of vital information that should have been disclosed in the article but instead were missing or possibly omitted. Apart from the misleading headline and the given quote “as the favorite to win the presidency of the Philippines at elections next year” despite the actual survey not explicitly stating that connection, the article provides updated numbers for the candidates from previous ones and yet seems incomplete in informing readers: such as “Grace Poe… was the top-rated candidate among 47 percent of correspondents, up by five points, (five points from what?). They failed to provide a clear source for these previous numbers, which can be confusing and prone to be doubted. (SPJ code violation – #6 Identify sources clearly)
Another is the similar quote “Roxas overtook Vice President Jejomar Binay” when in fact the SWS provided an error margin that could possibly make this statement false or unconfirmed at the very least. More noticeably, this error margin statistic was not included in the article when its inclusion should be an important factor because of how close Roxas and Binay’s numbers are. Lastly, I noticed the article seemed to place unusual emphasis on a certain part of the candidates’ backgrounds. Examples of which were Grace Poe who was introduced as “A novice senator who is the adopted daughter of a late popular movie action hero”, or Ferdinand “Bongbong” Marcos being described as “the only son of the late dictator Ferdinand Marcos who imposed martial law in the Philippines 43 years ago”. These descriptions seemed unrelated to the topic of discussion and, what’s more, felt like disparaging remarks than anything else. (PPI code violation – #1 Avoid “improper emphasis”)

the background on the individual candidates is intended for the worldwide audience, which is presumed to be not too familiar with Philippine politics — this is Reuters; writing for the worldwide audience is more backgrounded :). But correct, the headline and some descriptive clauses are misleading, or not borne of the empirical data which has a +3/-3 margin of error.

ABS-CBN reported it as: Poe leads, while Roxas, Binay, Duterte statistically tied at second place — Tama ang kanilang paguulat, good practice. I would commend that this article was written. It is one of the only articles I have seen that tackled the issue of the history of the agreement or deal between the Lumads and certain group of Lumads who are deeply connected to CMM-NPA (Communist Military Machines-National People’s Army). It is quite intriguing to know that the fight of the Lumads started more than a decade ago. Even though there was an original article about the said agreement, which mentions names of the Datus and other leaders, it was not widely read by the people. Only a few Facebook Pages have the article re-posted to strengthen the cause to raise awareness on what was really happening. I just want to mention that in the original article, which was deleted for unknown reasons, the suspects (Bobby Tejero and his group) on Lumad killings were originally or actually part of the Lumad IP. It was stated the Datu Tejero did show strong rejection of the agreement with the CMM-NPA. It was also mentioned that the Alternative Learning Center for Agriculture and Livelihood Development (Alcadev) is known to be controlled by the CMM-NPA. The suspectsThis angles of the story were not written in most news articles maybe due to fear of dealing with something that even the Lumads can not takl about. The Lumads were in between the strong inducive influence of the CMM-NPA and armed groups. I assume that both groups want a hold on the Lumads and their territory. Needless to say, ABS-CBN News opened a window for other media networks to look for further story or history on their subject.

MNLF seeks halt to military offensive

Last September 30, an article was posted on philstar.com about the chair of the MNLF’s Islamic Command Council seeking a temporary halt to the military operations. This was done in order to safely release the four people they were holding hostage.
According to the SPJ Code of Ethics, one must be accurate and clear when reporting or writing the news. I found the article a little nebulous. The part that states: “The victims Canadians John Ridsdel and Robert Hall, Norwegian Kjartan Sekkingstad and Hall’s Filipino partner, Marites Flor, were abducted on Monday at a resort on Samal Island off Davao City,” could have been rewritten or rephrased so that the reader does not have to read the lines twice or thrice. Something as simple as a comma in between ‘Kjartan Sekkingstand’ and ‘Hall’s Filipino partner’ would have clarified things.
Also, the article ended with the MNLF’s past encounters with the Abu Sayyaf. This would’ve been a great way to provide more context and give background information, but placing this at the end and making this the conclusion made the article drift from its main point; i.e., the seeking of a halt in military operations in order to safely release the hostages.

3RD BONUS (on outdoor campaign advertising)

This is a photo I took last week (September 28, Monday) of a sign I saw along Congressional Avenue cor. TM Kalaw Street in Quezon City, right outside the gate of Tierra Pura. The sign said, “Ituloy ang Daang Matuwid. Oras na! Roxas na!” printed on a yellow tarpaulin. It wasn’t an exceptionally large poster, but the message was clear to me. It really looked like a campaign advertisement for former interior secretary Mar Roxas, the standard bearer of the liberal party. However, this photo was taken last week, days before Mar Roxas was officially announced to be running for office (the announcement was made yesterday, September 30). Because the background of the tarpaulin was yellow, and mentions President Aquino’s slogan “Daang Matuwid,” it undeniably refers to Mar Roxas from the Liberal Party, and could not be mistaken for anyone else’s campaign ad. This outdoor advertisement comes across as premature campaigning on the part of Mar Roxas. I’m sure many of the truck drivers, taxi drivers, tricycle drivers, and private car owners who pass these signs are made more aware of Roxas’ bid for the presidency, and that in itself is definitely a form of campaigning. It is unfair as the official campaign period has not started yet but many politicians, not just Roxas, are already publicizing themselves on outdoor advertisements.

This story is not balanced or fair. It described Grace Poe as “edging out previous front runner Vice President Jejomar Binay”, showing a bias for Poe. It quotes Poe in a positive light, as being “truly humbled” and “grateful”. It also quotes a statement from the Office of the Vice President with Binay being “thankful for the unwavering support”, but it also describes how his score began to “dip” because of corruption allegations against him and his family, under the subheading “Relentless Attacks”.
The story portrays Binay with a negative bias. It may quote Binay’s office’s positive statement, but it also puts a large emphasis on his corruption allegations. Poe, on the other hand, despite being reported as topping the surveys, only gets one paragraph of a responding quote. However, the reporter may justify this decision as informing people why Binay no longer leads the polls.

Kapansin-pansin sa nasabing artikulo o balita ang ginamit na headline ng Inquirer. Maaaring sobra itong makatawag-pansin ngunit kung babasahin ang mismong balita at atin itong susuriin, makikitang hindi naman talaga tinutukoy ng balita ang headline na ginamit para dito. Maaaring nabanggit nga sa nilalaman ng balita ang linyang “I actually asked them to wear skirts” ni MMDA Chair Francis Tolentino — isa rin sa mga panauhin sa nasabing selebrasyon — ngunit wala sa konteksto ang paggamit ng linyang ito sa headline. Itinaggi rin sa balita na wala namang kinalaman si Tolentino sa nasabing show ng ‘Playgirls’ at isang malaking biro lamang ang linyang kanyang binitawan ukol nga sa female trio na ito. Kaya’t bakit kailangan pa itong maging headline?

I commend this article for its objectivity. It did not focus on the results of one candidate alone. It provided more background or context by comparing the statistical data gathered by Pulse Asia on its previous survey (conducted May 30-June 5, 2015) and this survey (conducted September 8-14, 2015).
The article disclosed necessary and critical information (by PPI Expanded standards) such as sample size, marginal error, manner in which the survey is taken, the question asked to each respondent, and the time manner it was conducted which may have affected the results. The article also stated the results of the survey by region (Luzon, Visayas, Mindanao). Poe tops Luzon respondents, Roxas leads in Visayas and Duterte was the top choice in Mindanao.

Laguna representative Benjamin Agarao finds nothing wrong about the lewd dance after the Liberal Party Oath-taking. Agarao is saying that this performance was supposed to be private and added that it was for his birthday celebration. Agarao also denies that MMDA Chairman Francis Tolentino brought these ladies for the party.
Well, in the first place, I think it is wrong that this kind of performance happened, (hello to objectifying women as ‘gifts’). Second, if this was really a private show, why has this been publicized and in his term, politicized? There is really nothing wrong with a birthday celebration but they really shouldn’t have done it in public.
Moreover, this news item has violated a few provisions of the SPJ Code of Ethics on (1) diligently seeking subjects to allow them to respond to criticism- because I think that the news subject is not only Cong. Agarao but also Chairman Tolentino. The journalist should have also tried to reach his side to comment on the allegations of his said ‘gift’; and in the PPI Code of Ethics (2) avoiding improper emphasis- although it was stated on the interview about Agarao’s heterosexuality, it is not the point of the news nor is it really important. The fact that it had to be mentioned other than the interview connotes that people should allow these acts especially since our public officials ”find nothing wrong” about them because they are heterosexuals.

And basically the report is about how the survey would affect Duterte’s decision to run in next year’s elections now that he knows he’s a strong contender for the presidency.
First, the news report mentioned every information about the survey including its sample size and margin of error, but failed to mention its methodology. It subtly violates the provision “Beware of Surveys; Information about the survey must be disclosed” by not including the manner of which the survey was conducted. It also mentioned that it’s the last survey before the official filing for candidacies and this survey will be their basis for the politicians’ upcoming decisions.
I commend this news report though for getting the opinions of the people involved in the survey. They were able to interview Roxas and Duterte and get statements from Poe and Binay. Knowing ABS-CBN, they show bias for certain politicians, but not in this report. And they even got an opinion of a political scientist to make the report and survey look more legitimate. But, again, political surveys like this should not serve as a sole basis and dictate people who to vote for during elections.

The article tells about President Aquino being the most trusted and appreciated government official according to a survey done by Pulse Asia. Aside from the most recent survey, they also showed results of the same survey done before and what could’ve been the reasons of his rating fluctuating at some point and what must be the reason why he’s on top again. His rating was also compared to other officials that topped the survey such as Drilon, VP Binay, and Belmonte.
As we can see, the news article only showed figures. It lacked a lot of needed information such as the methodology, number of respondents, margin of error, and who asked for the survey therefore violating some provisions of the PPI Expanded Code of Ethics specifically the one that states “Beware of surveys; statistical data derived from polling and surveying is especially susceptible to misunderstanding, misinterpretation and misuse.” I think they should have also tried to get another survey result and try to see if the two complements so that it wouldn’t be single sourced and more reliable. Surveys are meant to inform people of how much of the population thinks about the issues asked but if journalists don’t at all properly rely the information to the public, then the news will not be worthy and would only bring doubts.

This article is about a minor female and 2 males who got caught dealing drugs.
This news story shows good practice because it did not expose the face of the minor and hid her identity. It followed this specific provision in the SPJ Code of Ethics: I shall presume persons accused of crime of being innocent until proven otherwise. I shall exercise caution in publishing names of minors and women involved in criminal cases so that they may not unjustly lose their standing in society.

As much as I really dislike what happened here because the members of Liberal Party seemed to (1) think that a “lewd show” like this happen in their event is alright and (2) treat the dancers as objects by labeling them as a “gift” and all, I will focus on the way Interaksyon reported the issue.
The use of the words “purportedly” (in the article) and “umano” (in the video) concerning the statement that the dancers were from MMDA Chairman Francis Tolentino give him the benefit of the doubt, that some points are still open for changes and clarification. Moreover, after reporting the negative points, there were also statements from Tolentino and Laguna Representative Benjamin Agarao Jr. to defend themselves. I commend Interaksyon for doing this because it abides by the PPI’s The Philippine Journalist’s Code of Ethics: “I recognize the duty to air the other side and the duty to correct substantive errors promptly”.
On the other hand, I am still waiting for more information to be released concerning this issue. For example, a statement from the female trio who performed because they can be good sources. However, I would like their identities to remain concealed as respect (even though unfortunately the videos circulating in the Internet albeit low quality, their faces are still revealed). This issue has taken a huge blow to the LP considering the 2016 elections is getting near. There can be more sides to air, and I hope the media will be honest and impartial enough in reporting all of them.

This article from Rappler covered the 2016 senatorial poll released by SWS. According to this article by Bea Cupin, if elections were held today, the top 6 senators that will be elected would be familiar names; returnees or re-electionists, with incumbent senator Vicente Sotto III taking the top spot with 54%. The article included an infographic of the rankings of all the possible senatorial candidates.
The article was written with such certainty saying (as if as fact) that if the elections were held at present, these will DEFINITELY be the senators of the country. However, as we have learned in class, surveys are not that easy to interpret. In fact, the PPI Expanded Code of Ethics state “Beware of surveys; statistical data derived from polling and surveying is especially susceptible to misunderstanding, misinterpretation and misuse.”
Moreover, while reading the whole article, I realized that this article did not even include the methodology of the survey; along with important details such as the margin of error, confidence level, the exact manner in which the survey was taken etc. People reading the article will not be given a more objective view of the survey especially those who haven’t seen the original article released by SWS. Also, the way some of the details were phrased is quite unnecessary. In this article and video from ABS-CBN, they chose to put the spotlight ofthe September 8-14 Pulse Asia Survey results (which is said to be last survey before the filing of certificates of candidacy), to Duterte as a ‘serious’ contender.
While this angle made me want to commend the article’s attempt to give voice to other presidentiables asides from the top three that are always mentioned, I was bothered because upon research on the earlier Pulse Asia Surveys from May 30-June 5 and August 27 – September 3, Duterte has always had his results follow the top three. I believe that saying in the lead “he is already the 4th serious contender in the fight for presidency” only basing it from the latest survey is giving “improper emphasis” and should be avoided. (PPI). In Duterte’s interview he even says that “Just because you are in the statistical tie, it doesn’t mean you are a serious contender.”
Aside from that, I believe the article managed to get their facts straight by mentioning the margin of error that is by 2% because of a larger number of respondents 2,400 people surveyed, two times larger than the last one. They also explained that this makes the results ‘closer to reality’. This makes them able to provide context. (SPJ). They also further discussed the results by disclosing that because of the margin of error, Roxas (20 %), Binay (19 %) and Duterte (16 %) has earned a three-way tie in the second place seeing that Poe (26 %) leads by several points. Therefore making it clear to the audience the interpretation of the survey. (PPI Expanded).
Upon further explanation, even the social classes and regions into which these points are based on are also mentioned. By means giving voice to voiceless, being balanced in reporting and for the audience to know that the surveys are not only being conducted in Metro Manila. (SPJ).

This video coverage of ABS-CBN of the results of the Pulse Asia Survey with regard to the trust and performance ratings of top national officials is a clear manifestation on how statistical data can be so easily misunderstood and misinterpreted by the public if not reported properly. The report evidently lacked information and was not able to present it with clarity.
To illustrate, the headline only put emphasis on “trust ratings” and did not include “performance,” “approval,” “satisfaction” as part of the survey. It was also not highlighted in the video that the survey was limited only to top national officials. Unlike in the report by Inquirer on the same matter (http://newsinfo.inquirer.net/727269/pulse-asia-binay-ratings-dive), this coverage by ABS-CBN did not include the margin of error of the survey. Additionally, it did not state on how they were able to come up with the results, aside from stating the number of respondents which is 2,400. Succinctly, there was no sufficient information and important points were not emphasized. This is a violation on PPI’s guidelines with regard to surveys. It is confusing and misleading for the viewers. It only puts into the scene Binay going below in the ratings.

When the story broke out about the Lumad Killings in Mindanao it did not receive mainstream media attention instantly. It took some time for them to actually cover the story but now, news media and reporters are diligent in reporting about the issue. This is an important issue that need to be addressed. It concerns and must be made known to the public.
Last September 22, an event about the issue was held at Vinzons Hall and the mainstream media such as GMA7 and TV5 was present to cover the event which just shows how media boldly tells the story and gives voice to the voiceless as the provision in SPJ states.

Members of the Norzagaray police and agents of the Philippine Drug Enforcement Agency executed a sting in Barangay Bigte on the 30th of October, at around 11:30 in the morning. Four members of the Eric Espinosa drug syndicate were slain, while thirteen were arrested following a firefight with the anti-narcotics agents in Norzagaray, Bulacan. Senior Superintendent Ferdinand Divina identified two of the murdered suspects as Ryan Gonzales, 34, and Kasanoding Titocalan, 28. Police were able to recover firearms, shabu, marijuana and drug paraphernalia from the suspects following the firefight.
With regards to the SPJ code of ethics, the author was able to carry out a professional and ethical report on a highly sensitive and somewhat disturbing topic. Other than being meticulously written, its principles of accuracy when delivering details were upheld, as well as serving as watchdog to the public. The author has a clear goal of warning the public about the dangers of illegal drug trading and what consequences they may bear. Although the author may need to work on balancing the need for information with potential harm because mentioning the names of those that were slain may lead to controversy. Even if the author didn’t completely show utmost care in treating the subjects of his report, he still made sure that all the information he presented weren’t distorted and are factual.

De Lima questions values of PUBLIC OFFICIALS in lewd LAGUNA SHOW
The title of the news article, for me, was very generalized and somehow misleading especially right after reading the whole story. Based on the report, De Lima was reacting violently against the all-girls performance during the birthday celebration of Laguna representative Benjamin Agarao. In her statements, it was clearly indicated that she was only referring to Agarao – not to the PUBLIC OFFICIALS in Laguna. Another thing, the ‘Laguna Show’ stated in the news title was very misleading due to the fact that everything happened for the BIRTHDAY CELEBRATION of Agarao (though it was celebrated in public) and not as a lewd adult show performed for the province of Laguna.
On the other hand, the article per se and its content is a different thing to be looked at in terms of morality and humanity.

I commend the preceding article on Pulse Asia’s presidential and VP survey for the following reasons:
1. For indicating the margin of error and confidence level and noting the ties in the poll shown in this sentence: ” Former interior secretary and Liberal Party (LP) standard-bearer Manuel Roxas II, Vice President Jejomar Binay and Davao City Mayor Rodrigo Duterte are statistically tied for second place with 20 percent, 19 percent and 16 percent, respectively.”
2. For the article’s attempt to be objective in reporting — because unlike the examples of reports on surveys that we’ve discussed in class, this article did not assume any implications or claim anyone a winner but simply a contender in the presidential and VP race.
3. I would also like to commend them for clarifying how the survey was conducted and therefore letting people know that these surveys are not 100% reliable.
Morever, compared to a different report written by the Inquirer regarding the same survey (http://newsinfo.inquirer.net/725880/poe-leads-pulse-asia-poll-roxas-binay-duterte-tied-in-2nd-place), I would just like to point out what they did in contrast to Philstar’s report:
“Senator Grace Poe is still the leading presidential candidate for the 2016 elections, the results of pollster Pulse Asia’s “Ulat ng Bayan” survey showed.” — This statement assumes that Sen. Grace Poe top’s the presidential race.
The PPI expanded code of ethics tells us to beware of surveys when reporting and to remain objective, taking care not to state or imply anything inaccurate. I think that the contrast between these two articles are good examples of why we as consumers of the media must be vigilant in trusting facts and reports regarding surveys as well as the surveys themselves.

This code from the PPI Journalist’s Code of Ethics is a applicable to this article because it speaks of being objective in whatever we’re reporting, especially if it involves two parties and the reporter is in a unavoidable conflict of interest. This article is about the basketball game between the Philippines and Japan. And based on what I have heard, the reporter is obviously leaning more towards the Philippines. This is evident in the article’s last couple of lines: “Meanwhile, Baldwin and his staff must’ve spent most of the night after the 82-70 win over Lebanon trying to find out that one thing that has prevented Japan from beating the Philippines for so long now.
An entire country is praying that they have identified that now.” However, I find this more of a dilemma than a violation because the target audience of this article are Filipinos and gathering information from Japan’s team is easier said than done to balance out this article.
