The 6th bonus is on disaster-reporting over the past three weeks, in other words, it should be current media content. This covers any kind of disaster, natural or man-made, worldwide. The principles discussed in the reports should be cited and used as basis of the review.

“This article is about a picture with a headless student in the background. This photo was posted on Facebook. Though the article leaves room for inference, it still may convince some people that these stories of supernatural occurrences are perfectly true. The way it was written and its content could have been structured better. The line “But other people and paranormal experts were convinced that the photo is not edited” could have been elaborated more. They could have given the names of these experts and included a few quotes from them to add credibility.
“The article also has various grammatical errors. Aside from this, the writer made it appear that there is a correlation between the appearance of the headless student and the death of another in the same school: “The most horrifying is when they got a news that one of the student of their school died on an accident hours after the headless student appeared to them.”
“Also, it is not clear what kind of article this is. They should have specified if the article was submitted to them or if it was written by those from the site. They did not label.

“This was a reportage of a video with a monobloc chair seemingly moving on its own that went viral, with over a million views on the web. That must be the primary reason why it became a news subject with 1:44 minutes of screen time dedicated to it. They even went as far as to interview the man who was in the footage, with a blow-by-blow narration of the footage–complete with dissonant scary strings.
“The newscaster introducing it disclaimed that it was “palaisipan”, but I don’t think it was relevant enough to be reported on. These videos are easily imitated. With a low-resolution camera and a thin string tied around the leg of the monobloc chair, anyone can easily fabricate this video. They just assumed that the video was true and asserted, “minulto o pinaglaruan”? But the way they interviewed the subject made it sound like a ghost. Even the sound design of the footage with strings that added suspense made it seem frightening and shocking to viewers, so it does bend KBP Broadcast Code’s Art. 13, Sec. 1. And they only mentioned that the video went viral towards the end of the article and the report. I just don’t think this is relevant or important enough to dedicate 1:44 minutes to.”

As Typhoon Lando was approaching the country last October 18, Rappler reports specific facts about the typhoon and warning signals for each of the provinces that, although were accurate and verified (from PAG-ASA), were seriously still too technical for a regular reader.

Cases in Point:
1. Indicating provinces affected by various warning signals. Warning signals have been used for a long time, though most citizens still have not mastered what these mean – for evacuating, school suspensions and probable damages.
2. “Alert Level 2 has been hoisted in areas along the Marikina River…” – This has not been clarified, as well. What does Alert Level 2 mean, exactly?
CMFR pointed out that CLARIFYING TERMS is extremely important in disaster reporting to make citizens understand the situation. One of SPJ’s provisions, as well, is providing context in news reporting. The article may be prone to misinterpretation because of the lack of more specific information.

The News Story:
The New People’s Army (NPA) claimed responsibility for the deaths of Lumad leaders Dario Otaza and Daryl Otaza, saying they imposed the death penalty on the two because of numerous allegations of crimes, including “terrorism” and plotting to sell Lumad lands to a foreign company.
The Ethical Issue:
Interaksyon.com released a detailed report on the claims made by the NPA, providing context and supporting even the exchange of views civilized society may find repugnant. The SPJ Code of Ethics would approve of it. However, The SPJ Code would frown on the article’s inclusion of a graphic photo showing the dead and bloody Otaza surrounded by people who are supposedly his family members. The photo is shown above the headline without any blurred portion. It runs counter to the guideline to “balance the public’s need for information against potential harm or discomfort.” The same article included a video at the body of the report in which the photo shown brazenly above it has already been blurred.

Sa tingin ko ay maaari itong pagmulan ng bias. Hindi naman din ito nagsuhestiya nang paniniwala sa mga nasabing bagay nas nararapat lamang ayon sa KBP Broadcast code Article 13 SUPERSTITION AND THE OCCULT.
Sa dulo ay nagkaroon ng konklusyon ang reporter kung saan dapat raw na tiyakin na magdasal nang taimtim para sa kaluluwa ng mga namayapa nang maramdamannila ang kanilang kahalagahan kahit wala na sila. Sa tingin ko dito pumapasok ang KBP Brpadcast code Article 2 ANALYSIS AND COMMENTARIES. Dapat na maging maingat sa pagkocomentaryo lalo pa’t ung ito’y malapit sa isyu ng paniniwala at relihiyon.

Let’s go straight to the point. The headline of the news article is misleading. The wording of the title “spills blood” induces a picture in your head that it’s either a Lumad had died or killed somebody on campus. After reading the article, you would read of no such thing. The article only talks about the state of the Lumad community in the present. Inquirer should stop using misleading headlines just to attract readers. Hindi po nakakatuwa.

This article is about Vice President Binay’s latest interview regarding his presidential plans of action shall he be elected this 2016. With the many allegations attached to Binay’s name, I found it commendable of the writer to keep this article fair and objective. In the Philippine Journalist’s Code of Ethics, journalists are highly encouraged to avoid presuming a person guilty until the court deems him so. It is important that whether the writer believes these allegations or not, he is supposed to keep his biases in check at all times. This is a code of ethic that protects the right of privacy and innocence until proven guilty of any person, especially those of public interest. Furthermore, I would also like to commend the writer for not creating a misleading headline. It is easy to draw assumptions and create buzz by sensationalizing VP Binay’s words. But the writer has proved that it is possible to make your headline interesting while avoiding any way of distorting the truth. It is an example of good journalism that also teaches us that accuracy sells with more dignity than lies and sheer sensationalism.

According to the Center for Media Freedom and Responsibility, CHECKING THE FACTS is an important provision in disaster reporting. Verifying the details to be aired is a must to avoid the spreading of rumors and causing of panic among everyone most especially the ones who are affected by the disaster.
Stated on the news article of Manila Bulletin, published last October 26, is the number (64) of Typhoon Lando death toll. I commend the writer of the article for writing this article in a way that disaster reporting will be done in an ethical way. The following parts prove there are good practices found in the article:
“The figure is based on consolidated reports from the Office of Civil Defense (OCD) in Central and Northern Luzon and the National Disaster Risk Reduction Management Council (NDRRMC).”
*Details came from reliable sources.
“Romina Marasigan, the NDRRMC spokesperson, said the discrepancy in figures can be attributed to validation process. She emphasized that the agency is not trying to hide anything.” Even if there might be discrepancies, the spokesperson made an assurance to the public that what they are reporting are factual.
Lastly, even if there is no concrete evidence, it is a good thing that the article did not provide any irrelevant, opinionated, misleading, and inaccurate information.

Unang Hirit: Image expert assesses photos with alleged ghost appearances

From October to November every year, ghost and mystery stories get covered more to go with the trend of Halloween and All Saints’/Souls’ Day. Suzi Entrata-Abera’s opening line is very accurate. UH’s news compiled the videos and pictures that went viral recently for their “mysterious and odd” factor and asking Sir Roehl Jamon, the director of the UP Film Institute, to analyze them.
By showing the ‘creepy’ materials yet getting an expert’s opinion, UH was able to balance the news. Moreover, this voice over at the end: “May mga bagay sa ating mundo na ‘di natin mapailiwanag. Ngunit may mga bagay din namang merong kasagutan. Sa huli, nasa iyo ang paghuhusga kung ang mga kababalaghan na iyong nasaksihan ay pawang may katotohanan.” somehow put a disclaimer that the videos may or may not be true, which I think is good.
What UH did in this news report is good practice for it is in line with the KBP’s standards under Article 13: Superstition and the Occult — “Programs featuring superstitions shall not induce belief in them.” They also did not promote such practices and beliefs.

Yesterday, October 28, ABS-CBN News’ official YouTube account uploaded a news package entitled “Misteryo: Ang Babae sa Tulay” which was aired on ABS-CBN’s Umagang Kay Ganda in the morning of the same day. It details several accounts of “ghost-sightings” on a bridge, attributing the sightings to an earlier suicide incident on the same bridge.
The package was problematic for me because of their heavy dramatization of the subject and the subject itself. UKG employed dramatic techniques such as scary background music, incredibly dramatic re-enactments, and even changing the font to be a spooky, dripping font. Some portions seemed like a scary movie, but this might mislead the public.
In my opinion, this news report violated several sections of the KBP Broadcast Code, specifically the following:
— Article 1. Section 8. “News production aids should not mislead the public.” “Archived or file video, photo, and audio materials should be properly labeled as such when aired and must not be presented in a manner that may cause the public to mistake them as the broadcast of a live or more recent event.” || Footage used in the report was a mix of interviews with witnesses of the “white lady” and some dramatized footage. Some video clips were re-enactments of the sightings and of the “white lady” used to enhance the news report, with actors playing the girl that reportedly committed suicide on the bridge and her male love interest, and even an actress playing the “white lady.” However, NOWHERE on these scripted video clips is it indicated that it’s dramatized footage or that it’s a re-enactment, and some people who watch the footage might think it’s real. This “re-enactment” was not labeled as required by the KBP.
— Article 1. Section 9. Sensationalism. “The presentation of news and commentaries must always be in good taste.” || As stated in the last paragraph, the news report had too much dramatized footage and did not state enough facts about the situation. It was incredibly scripted, but this might cause unnecessary panic for some people that might watch it, since they might mistake the fake footage for actual footage. The way it was shot and edited was unnecessarily dramatic.
— Article 13. Superstition and the Occult. Section 1. “Programs featuring superstitious and pseudo-scienti c beliefs and practices, such as supernatural powers […] or similar subjects shall be careful not to induce belief in them. Care shall be taken to prevent the exploitation of people who may be easily swayed by such superstitious and pseudo-scientific beliefs and practices.” Section 2. “Programs or program materials that promote or encourage occult practices, black magic, witchcraft, and similar activities are prohibited.” || The package is also problematic because By featuring a psychic as an expert on the field, it seems as if the program is encouraging occult practice. Instead of sticking to the facts about the situation, like when the sightings first occurred or if there have been any involvement with local authorities, the package focused on the supposed “emotions” of the “white lady” and why she haunts the bridge.

This video news report from TV Patrol, dated October 17, is about the then on-going Typhoon Lando storm that was starting to rage heavily in areas around Luzon. The report focuses on the inhabitants of the Isabela province who are shown to be unfazed by the incoming storm and the threat it might pose. The narrative and interviews presented explain how the residents feel that they are already prepared for it because of their past experiences with storms. Though the news report does emphasize that storms should not be underestimated in any circumstances (such as the case with the Isabela residents), I feel that TV Patrol could have put more effort in illustrating just how dangerous these storms can be.
As such, airing a report on the indifferent attitude of a certain populace can quite possibly send mix signals to the general public. The way the video shows the Isabela residents merrily singing karaoke in the middle of a brewing storm might make other people misinterpret the gravity of the situation and think that it is not as dangerous as it should be.

This video which was posted in the news section of the site,featured the story of a group of men who encountered a strange and scary experience with a doll. They retold the story of how one of them mishandled the said doll and was “possessed” by the spirit which was in the doll. This goes against the KBP Broadcast Code: Article 13. Superstition and the Occult. Section 1. “Programs featuring superstitious and pseudo-scientific beliefs and practices, such as supernatural powers […] or similar subjects shall be careful not to induce belief in them. Care shall be taken to prevent the exploitation of people who may be easily swayed by such superstitious and pseudo-scientific beliefs and practices.” and Section 2. “Programs or program materials that promote or encourage occult practices, black magic, witchcraft, and similar activities are prohibited.”
What bothers me the most about this is that they placed the video under news when it obviously isn’t news. A lot of people who are going through their site might be mistaken that this is real which might induce fear. This is a problem because these sightings and personal testimonies of spirits and these beliefs can never be proven scientifically or in any other way. Since there is no way it can be proven, it clearly does not belong to news, which should be factual and objective. I think that this is just the start of a lot of “reports” which will be coming up this season.

Philippines wins round 1 in historic case vs China

This article is about the dispute between the Philippines and China over the West Philippine Sea. The United Nations unanimously decided that though China refused to participate in the proceedings after the recent tribunal, this does not “deprive the tribunal of jurisdiction and that the Philippines’ decision to commence arbitration unilaterally was not an abuse of the Convention’s dispute settlement procedures.”
I believe that this article was well written.
According to the KBP Code of Ethics, Article 1 Section 1, “News and public affairs programs shall aim primarily to inform the public on important current events and issues rather than merely to entertain.” Though this is a news article posted online and not a news program, the effect of it to the readers is primarily the same. The writer was able to inform the public of an important issue; i.e. the persisting debate about the ownership of the West Philippine Sea/South China Sea.
According to the SPJ Code of Ethics, “Provide context. Take special care not to misrepresent or oversimplify in promoting, previewing or summarizing a story.” It was good that the writer included data that supported the article. He inserted links to articles that would further increase the knowledge of the reader and add to the supporting details which make the article more credible.

This news report is about the unusual things assumed to be the works of supernatural beings in the DJMP Dagupan City Jail Ladies Dorm. They reported the things that happened as something factual. This news report violates the KBP Code of Ethics: Article 13. Superstition and the Occult. Section 1. “Programs featuring superstitious and pseudo-scientific beliefs and practices, such as supernatural powers […] or similar subjects shall be careful not to induce belief in them. Care shall be taken to prevent the exploitation of people who may be easily swayed by such superstitious and pseudo-scientific beliefs and practices.” and Section 2. “Programs or program materials that promote or encourage occult practices, black magic, witchcraft, and similar activities are prohibited.”
The whole report is under the news segment when it shouldn’t be. They report even had horror sound effects as the bed and the shots were cinematic in nature. I don’t understand why they have to do this. This reports induces belief in the people who will watch it. There is no scientific basis for it but they still reported it as something factual.

6th Bonus: Disaster Reporting
On October 16, 2015 GMA News TV released a weather update during Typhoon Lando. This report, made by GMA’s resident meteorologist Nathaniel Cruz, is an example of an accurate and understandable disaster report. Cruz started off with the different storm signals set for each region before extensively explaining their implications in layman’s terms. In addition, this news report had graphics to illustrate the height and impact of a storm surge thus ensuring the comprehension of their viewers. The storm’s directional path, wind speed and rainfall were also discussed in an understandable manner for the masses. He, along with Jessica Soho, even discussed the devastating effects of Typhoon Lando on unharnessed rice crops. But on the other hand, they also touched on the rainfall’s impending contribution to raising the water levels in Angat Dam. I personally believe that this short discussion of the typhoon’s positive and negative repercussions is crucial for the broadening of their viewer’s understanding of not just typhoons, but climate and weather conditions in general. Knowledge of the typhoon’s impact on food and electricity sources imparted hand in hand with the technicalities of weather signals may rouse viewers to take disaster precautions more seriously.

The article tells about the expected light rains that would affect North Luzon this Friday. Since North Luzon have been greatly affected and damaged by Lando just weeks ago, the article tries to inform and warn the region of the rainfall that can be experienced.
It is a good practice that they stated their source which is PAGASA and stated the provinces that would most likely be affected. The article is short and brief that helps in faster informing. The only issue I have with the article is that they could have explained more the scientific terms so the public wouldn’t have a hard time understanding them. Also, they could have explained what they mean by moderate, light, and heavy so that the public would have some basis and what they are talking about. Since they have used a picture of the expected typhoon from the PAGASA already, it means that they could have used a photo to inform. But instead of the atmospheric view picture of the typhoon, they could have put an infographic that would better explain the monsoon like a visual representation of what is light, moderate, and heavy.

The media has a critical role in sending out relevant information to the public during times of disaster, most especially before it strikes. The article shows good practice since it went beyond storm signals and technical data which are hard to understand for the layman. It explained the potential and actual danger that Typhoon Lando can bring to the affected areas. It discussed the direct effects of the typhoon and did not bombard the readers with very scientific information. It was short and brief. It was also objective and factual. The accuracy was on point. Nevertheless, it still could have been more graphic and contained more illustrations. It also lacked information on what those who are affected can do to minimize the risk, including where they are to evacuate. By such, based on this aspect, the article also showed bad practice.

Posted within the last 16 hours, an online news organization speculated upon the credibility of blogger Mart Jimenez’s recent viral video. His upload and subsequent report claimed that a barangay tanod witnessed a chair rotate twice while he was alone reviewing CCTV footage in a room in his barangay hall. Jimenez’s report also mentions that people from the tanod’s barangay claim that the said barangay hall has been used a funeral wake for quite some time leading up to the video’s capture.
Ghost stories and viral videos of the supernatural/occult continue to be an annual tradition during the Halloween season. Most of these videos however are commonly posted by anonymous and non-credible writers for the purpose of pranking netizens, or gaining millions of views. Ultimately, post like these tend to be highly misleading. In the case of Jimenez’s report, the fact that there were no names, locations, time labels or even testimonies from other people regarding the credibility of his video, are immediate red flags to the KBP Broadcast Code’s ethic of news being “fair, objective and factual.” The report shows no proof of it being a real supernatural occurrence, nor should it be considered as relevant. According to 13 article in KBP Broadcast Code, it’s the responsibility of the author to notify readers about the nature of the article, to avoid inducement of belief that ghosts do exist. Since people are easily swayed to believe in stories of the supernatural, one should at least make sure that what one will report should be factual, relevant, and credible.

On Sunday, November 1, 2015, ABS-CBN aired two programs that violated these provisions. One was Rated K that featured the spook story of actress Ella Cruz in her condo and the other one is a Gandang Gabi VIce episode with two paranormal experts that told Vice there was a ghost in the studio. News stories about both programs were also written in abs-cbnnews.com.This also violates the SPJ code that states, advertisements/promotions should be distinguished from news.

[1st Bonus: Pre-mature campaigning]

This morning, while traveling along España Boulevard, I saw this big tarpauline that says “Kay Binay may Buhay.” It doesn’t state any position or tell the reader to vote for him, but the fact that the tarpauline is huge in an outdoor location and has a familiar name that is a political candidate, this makes it a pre-mature campaign. It reminds people and emphasizes the name of Binay in a positive way obviously in preperation for the election.

The headline of this article is highly unethical and it violates the KBP broadcast code of being factual and straightforward. The news headline misleads one to believe that literal human blood was shed on campus, when what really happened was the ritual sacrifice of a chicken. It’s oversensational and makes a cultural tradition sound like an act of violence, which also does not do justice to the Lumads and their cause.
The rest of the article is informative with quotes and information about the Lumads, the Chancellor, and Manilakbayan, but I think it was unethical to grab people’s attention with something as drastic and alarming as an act of violence on the UP Diliman campus, which is meant to be a safe sanctuary for the Lumads.
