He qualified that he would not use any ground troops and that the order is not time-bound, or could take place within the day or within the week or next few weeks.

These ceased being private the day Janet Napoles was investigated by the DOJ for allegedly making away with 8 to 10 billion pesos in pork (or at least 30% of it, with 70% going allegedly to Senators Enrile, Jinggoy, Revilla, Honasan, et al) (for the worldwide audience: pork refers to the pork barrel or the so-called Priority Development Assistance Fund, given to each congressman and senator; Janet Napoles served as conduit –setting up bogus non-government organizations named as “recipients”. )
