Edcel Lagman of the House Committee on Appropriations, the said article had no author, and looked suspiciously like a press release since it only featured the side of the government, violating the provision in the code of ethics on reporting the other side of the issue.           Quote “During the commercial break of tonight’s edition of TV Patrol, an advertorial about the product Lactum was aired with the show’s weatherman – Kim Atienza – appearing in it. Atienza reprised his role as a reporter, interviewing a doctor about the benefits of the said product while other images flashed on the screen, thereby giving a sense of authenticity and making it seem as if the commercial was an actual interview [for the   show]. No sign was posted on the screen indicating it was a commercial.

     Quote “Clearly there is conflict of interest, as defined in the Philippine Press Institute expanded code of ethics, given that Atienza took on “outside employment” with a company that could be “the subject of news, past or future;”. Regardless that he is the weatherman, his being part of the show [TV Patrol] could influence the appearance of the advertisements and vice versa.        Quote “In last Wednesday’s episode of “Bandila” with a news segment on the talks between the media and the police regarding media arrests in future situations similar to the Manila Pen siege, the people behind the news program failed to provide identification for the people they interviewed to give their comments. Jessica Soho, Maria Ressa, and other personalities were not properly identified because no name captions came out at the bottom of the screen.    

           Quote “It is stated in the Philippine Journalist’s Code of Ethics that sources should be properly identified. Likewise, the KBP Code of Ethics also says that captions showing the name and designation of the people interviewed should be in the news segment. I think this was an improper practice by those in ABSCBN because even if the persons interviewed are already famous or well-known, it is still important that they be given proper identification as part of the standards in news.Dec 7, 12:26 PM” closed-quote.

      quote “On December 3, in a morning radio program broacast over DZBB, Mike Enriquez was having a live interview about the Manila Peninsula incident with GMA reporter Lazatin, one of the media persons present in the said event. Enriquez, however, instead of asking questions about the uprising at the Manila Pen, asked leading questions meaning to put reporters from another station in a bad light. To these questions, Lazatin tried his best to give answers without feeding Enriquez’s tirade against reporters from another station who were detained. Despite his efforts however, Enriquez still pressed on with more questions unrelated to the Manila Pen incident and pressed on with how the detained reporters have been irresponsible in their actions — even having the gall to say on air that the incident should enlighten the public regarding which stations can honestly be tagged as “walang kinikilingan.”

Remo entitled “DOF opposing proposed tax perks for senior citizens” printed last November 22 on page B5 of the Philippine Daily Inquirer, the writer only used statements from the Department of Finance and failed to get the side of the legislator behind Senate Bill No. 269 which seeks to amend the Senior Citizen Act, and of the other parties concerned in the said bill.

The commercial break immediately following the said segment even involved two runs of the TV advertisement for the said promo.            This is in violation of The KBP Television Code as stated in the section devoted to Placement of Advertising, which states that “Broadcast stations shall exercise particular discrimination in the acceptance, placement, and presentation of advertising in news programs so that such advertising in news programs is clearly distinguished from the news content.         quote “In the November 28 newscast of 24 Oras, there was a news segment that discussed the situation of teachers in a school in Basilan. A number of teachers from Sinangkapan Elementary School have stopped teaching due to a delay in their salaries, some of them even have not received salaries for more than 4 months. The news segment was balanced and fair, with both the school administration and the faculty having the chance to air their side — for the school administration, they were given the chance to explain the reason for the delay, and for the teachers, they were able to voice out their complaint.What made the news segment good, however, is that it was in a setting far from the national capital. Networks have the tendency to prioritize reports based here in Metro Manila, therefore leaving pertinent issues in the provinces to the broadsheets and local provincial stations.Dec 4, 10:53 PM ” closed-quote.

Quote “Last Saturday, August 18, 2007, “Kapuso Mo, Jessica Soho” featured a story on how great Filipinos are when it comes to inventions and creativity. A few Filipinos exhibited their creations such as vitamin-beer and a machine which can be used simultaneously both as a refrigerator and a cloth-dryer, to name a few.

 

Quote “ A student from Philippine Science High School was interviewed in the latter part of the report. The said school was known for its superiority in training students’ creative and imaginative minds. The student, a guy, related how such training really helped, for students like him. However, proper attribution (name and designation) was neglected in that portion, a violation of the KBP Code of Ethics for Television.

 

Quote “Under the KBP Code,”Voice and video clips of persons involved in the news shall be properly identified.” This is to acknowledge those persons for expressing their ideas and sharing their opinions on the issue at hand. Also, this is to let the viewers know who the sources are.

Quote “After having a series of reports on jeepney hold-up incidents, TV Patrol decided to broadcast a report telling how jeepney hold-uppers usually operate. According to the report, its purpose was to inform the unsuspecting public about the SOP of hold-uppers. Also, they said that the public would then be ready to avoid these hold-ups, if possible or if not, then they would know how to cope with these incidents.

 

Quote “The report specified the modus operandi of hold-uppers. It said hold-uppers usually come in three so they can execute their operations more smoothly. Two would sit at the back with the other passengers, and the other one would stay in the front passenger seat, so somebody can tell the jeepney driver just exactly what the hold-uppers want him to do. Snatchers usually are more subtle, although just as dangerous. They are the ones who usually resort to distraction and other inconspicuous techniques to snatch objects off the pockets of the passengers, the report said. Indiscreet hold-uppers, on the other hand, are the ones who carry and brandish weapons, such as small guns and knives, to threaten the passengers.

Quote “ “Weather Weather Lang” is a portion of TV Patrol World hosted by Kim “Kuya Kim” Atienza that gives the latest update on the country’s weather conditions. After that is the “Ulat Kaalaman” and as the title suggests, it gives information on just about anything: from plants, animals, to the latest innovation in technology.

 

Quote “But the most remarkable feature of Kuya Kim’s “Ulat Kaalaman” is the fact that viewers can actually learn something from his trivia. Last August 16, 2007, while people are worried and panicking over the storm, he featured the process of knowing when and how to determine if there will be suspension of classes during typhoons. It was timely especially because even if typhoon Egay was not directly affecting Metro Manila and the nearby provinces, it was raining hard and there was flooding in several places. There were not even storm signals in most affected areas.
