At 1:00am Oct. 1 that was scribbled here (so to speak – it’s digital…  digited in a few minutes) — that post (below) on the Disbursement Accelerated Program, constitutional law issues because …  …   it’s a hobby — like pottery, gardening… After dawn, it took a life of its own in the news media organizations, from senators to spokespersons to economists and other “discussants”, becoming larger as the days became busier. 

The following have been detailed in those discussions in the mainstream media: “savings”, “items”, “by law” (because as it turns out, it wasn’t in the GAA; when Sec. Butch Abad said in an interview that it was introduced in the 2011 GAA,  I took his word for it…but…  it was nowhere in any GAA … of any year.), etc. etc.

      Oh well.
